In Atlas of Change (2001) Theo Baart represented the language of environmental planning in the Netherlands. In search of the tense relationship between the image and language: the capacity to retroactively elevate what are mostly unwanted and uncontrolled developments into policy by sublimating concepts. Armed with a list of lemmas, the flowery language used in governmental memoranda, Theo Baart went travelling through the Netherlands to sample the changes in the landscape.
